INDIANAPOLIS (WTWO/WAWV) -– The 2025 Application for Certificate of Public Advantage (COPA) submitted by Union Health and Terre Haute Regional hospitals is now available online.
According to Indiana Department of Health Media Relations Coordinator Lisa Welch, “the 120-day deadline for IDOH to review the application is June 21, and the 30-day public comment period ends March 23.”
This is the second COPA filed by the hospitals. In November, 2024, Union Health had withdrawn their first COPA. At a Senate Hearing on a bill to reverse the COPA law on February 12, Steve Holman, President and Chief Executive Officer of Union Health, told the committee that the decision to withdraw was “in collaboration with” the Indiana Department of Health. According to Holman, they were coming up on the 120 day deadline and felt they needed to get more information.
